Can't talk to other sims

I don't know if it's a CC issue or a bug but when every I click on a different sim that's not in my family it will not show the wheel think that lets me chose what my sims say to the other sim. I've tried uninstalling all my CC and uninstalling and reinstalling the sims 4 but it still doesn't work. I don't know if it has anything to do with me clicking on the let script mods allowed that might have done it or what but if anyone has any ideas how to fix this that would be great. Everything else in my game is working perfictly, it lets me make a sim build a house, go to work, use CC, it's just talking to other sims (If you need anymore info please let me know and all try to help the best I can.
