Career Progressing Bar Bug

Product: The Sims 4

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.91.186.1230
What expansions, game packs, and stuff packs do you have installed? Base game only
Steps: How can we find the bug ourselves? Join any career and try leveling up
What happens when the bug occurs? Sims don't level up in their careers unless you actively moderate them by shuffling in between different work-modes (working hard / normal / schmooze). Even then, it doesn't guarantee that they will level up. - See video.

What do you expect to see? Not have to actively manage a sim's career. Especially when you're playing with 5 other sims at the same time. 
Have you installed any customization with the game, e.g. Custom Content or Mods? No
Did this issue appear after a specific patch or change you made to your system? Since the beginning.
