CAS Background

Hi, I'm a new simmer and I recently downloaded a CAS background and I opened TS4 and started a new game but the CAS background wasn't appearing. I've done a thorough check of my Mods folder twice to see if I have any duplicates/different CAS backgrounds and there was nothing there except the one I downloaded. Does anyone know how to fix this issue? Need replies asap.
