Are the older save files still in your saves folder? Or are they not there? If they are there, did you try rolling them back to an earlier version?
With your cc and mods, try downloading a new cc item and see if that appears in your game.
Try also checking again that the enable cc /mods option is ticked in game options. Sometimes the game resets the options.
If your cc are in subfolders, try testing with them out of folder, just placed directly into the Mods folder.
If the issues remain, try going to documents -electronic arts -sims 4 folder and move your options.ini or options file to your desktop. Start the game and go to game options. Enable cc/mods and script mods. Then exit the game. Go back into the game and see if your cc /mods appears.
