If you're a Patron to a cc creator/modder, you get to download the cc/mod straight away; if you're not a Patron, you'll have to wait two to three weeks to download it for free. All creators who have a Patreon are required by EA's TOUs to release their content for free after a certain period, usually two to three weeks.
