After further testing.
With ALL Skindetails in, fresh save, newborn to infant works fine.
In the ONE save I was trying (my main save and the only one with a newborn I played). If a newborn existed before the update, it ages up invisible. I've tried in other households in the same save, and had the same problem if it had a preexisting newborn. But NEW newborns age up fine to Infants.
I don't know why removing the skindetails was causing it to work correctly, long as its a new baby it's fine. I hope to figure it out still, but at least its playable!
