Unlike The Sims 2 in the Sims 4 kids taken away for neglect were culled. This however changed with neighborhood stories. Unless you have turned that off they were adopted into a random household unless the maximum number of Sims in the game was reached. Look for them in the relationship panel and invite them over if they are there. If you never saw them after birth they may not be there.
