I'm not familiar with the Bison Stew, but I think everything else on that menu is level 1 Cooking skill with optional ingredients. Level 0 Cooking skill can cook everything that's level 1. I would suggest that you sell some of the fish and veggies you've collected and use the cash to cook Grilled Fruit or Franks and Beans.
You can't cook Fried Fish yet, because that's level 3 Cooking skill, and the same probably applies to the other meals that are grayed out. You just don't have enough skill to cook them. They all cost money, anyway, even when you're supplying ingredients.
There are lots of ways to get food in TS4, even without money. You could visit any lot with a refrigerator and get a Quick Meal, most of those are free. You could visit any lot with a bar and bartender, and order Chips. Those are free. You could eat some of the veggies from your inventory without cooking them. You could wait near the grill and hope someone else will cook something, then grab a serving.
hat is ultimately what I will have to do if I want to keep playing this save, but it doesn't jive with my goal for this save. There were several other pages in the "cook" category with plenty more recipes than I'm used to off rip. Also, since I have zero cash, all these menu options should be greyed out- but its not?
