Creepy random NPCs

Does anyone know how to stop random NPCs generating which have the grim reaper skin overlay and no hair? My game is overrun with them since the neighborhood stories update and as soon as I delete the...

What you describe sounds like it might be a cc item that is set for random being grabbed by the game when it creates NPCs. If you are using mods and cc, try pulling your mods folder and play a little to see if the game keeps doing that. You don't have to save and when you're done testing just exit the game without saving.
If you are not using mods, then it can't be that so try a game repair.
