Darker skinned sims have a weird smudge of dirt(?) across their faces

My darker skinned sims have this weird like reverse dirt smudge on their faces.  I've been using skin details in earnest for the first time with these two sims, but as well with other sims who are lighter skinned and do not have this problem. My uncompressed sim textures is selected.  I also turned up the sims to be "very high", and it helped a little; when I'm zoomed out to play the game the weird colorization on their faces reappear, but when I'm zoomed in close it disappears.

I also moved my mods to my desktop, deleted that thumb cache file, and then "repaired" my game in origin.  And that didn't help.
