Does MCCC allow you to freeze progression in a skill entirely?

I'm still getting used to all of the settings in MCCC, and I'd like to freeze a skill entirely for one of my toddler Sims. I know there are apparently cheats to slow down the rate of skill progression, but I'd like to freeze progression of a skill entirely for storytelling purposes. I searched everywhere, but I couldn't find out if this was possible. Does anybody know?
