There are mods out there, and a tutorial to teach how to make one if you would like to be pickier, that allow you to hide CAS items so that you can make townies choose better clothes. So, you can hide bear costumes in CAS which in turn keep sims from wearing them, etc. (but also keep you from wearing them).

As for forcing them to dress in a specific way, MCCC can do this. I don't know the details on how though, a friend in a Discord server wrote a tutorial but it's uploaded only to that Discord server.
