Don't have the option to start a new game or load an old save with newest update

What expansions, game packs, and stuff packs do you have installed? City Living, Discover University, Island Living, Seasons, Dine Out
Steps: How can we find the bug ourselves? Pretty much just open the game and it's there.
What happens when the bug occurs? I don't have the option to open a new game or load a save.
What do you expect to see? A blank right hand side with two weird tabs at the top that say "ok".
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

Basically what the title says. I don't have the option to start a new game or load a save. I don't know if it's a glitch or what, but with the new update, I don't have the panel that lets you choose to start a game or load a saved game. I only have two weird tabs at the very top right-hand corner that both say "ok". When I click them nothing happens. I was already having problems with the game before I made the update. Before the update, I could start a new game and create a sim but it wouldn't load me into the world afterward and it wouldn't let me load a saved game. At least before I could actually make a sim now I can't do anything.
