Demigod083091 I'm pretty sure it is a clash with the event. So far since I restarted my game I have had no further problems. Will have to see what happens on the second week of the event.
It might be a clash with the event, but I'm not fully sure. Only because that whole neighborhood has frozen for me before in other saves where I'm not involved in events.
