Except one data, my saved data does not have the "Jog Here" in pie menu.

Steps: How can we find the bug ourselves?: Don't know. Maybe start the game as a completely new player with no other saved data.
What happens when the bug occurs?: Though clicked ground, "Jog Here" does not appear in pie menu.
What do you expect to see?: "Jog here" is showed in pie menu.
Have you installed any customization with the game, e.g. Custom Content or Mods?; Never used
Did this issue appear after a specific patch or change you made to your system?: Don't know
I learned there is the command "Jog Here" from reply to one of my other posts. (The post is a Bug Report about sim not running towards the indicated object.) At the time I was testing with base game, so I thought "Jog Here" will has appear if any DLC adds, like as appearing "Build Sand Sculpture" with adding Island Living. In fact, I played a data saved just before 07/26 update (with all DLC I have) and "Jog Here" appeared. But that was confirmed only in that data. While researching this I found an old thread, "[BY DESIGN] New "jog here" interaction possibly not working as intended". It said "Update adds "Jog Here"". So "Jog Here" should exist as a basic command, right? Why is there no "Jog Here" on any other my data except one?
Tried Action :
・ Tried to playing A few other data saved before 07/26 update.
・ Started a new game in the folder has with that "Jog Here" confirmed data.
・ Tried out the data for several different combinations, base game and DLC.
・ Game restoration from Origin
・ Caches delete - always I delete caches (data in cache folder, in cachestr folder, onlinethumbnailcache folder, clientDB.package file, localthumbcache.package file), before game starts or after ends.
Additional explain :
・ Basically, I only create one Household per one "The Sims 4" folder. When I play different Household, I replace the whole folder.
Is there anything else I should try?

High fitness Sims can now use the Jog Here option when locomoting.
Yes, locomote. Sims don’t just go here and there, they don’t just walk to and fro, and they certainly don’t just go for a jog… they loco mote, and there’s nothing crazy about it.
