I use this http://modthesims.info/d/604590/npc-control-update-23-11-2018.html and this http://modthesims.info/download.php?t=595445. I honestly don't know which one is making it work or if both together is the key, but I don't have random townies *at all* anymore. If I need to fill my world up with townies, I have to manually create them now. And when the game needs to grab townies to fill up a place, or even an NPC to do a job, it will pick from the sims already available, which includes my played sims.
Edit: for anyone just stumbling upon this, the mod in the first link I posted broke in the December patch and I hadn’t noticed until I started getting an absurd amount of errors after trying to go to work in an active career. The second one works fine on its own :smile:
