Game Won't Close or Leave Loading Screens

Steps: How can we find the bug ourselves? Load the game and spend a period of time playing normal, then either try to exit or enter a load screen
What happens when the bug occurs? The game will either enter an endless loading screen or refuse to close, I have to restart my computer to leave the game
What do you expect to see? My game responding to loading/exit commands after playing
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? Not Sure.

I haven't played my game in a while, so I spent the last few days updating everything. At first everything seemed fine--I could enter my game, load CAS, play in CAS, save households to my library etc. but when I tried to exit, the game refused to close. I winded up having to restart my computer to exit. I even at one point tried exiting my game and leaving the house to see if I was being impatient and my game just needed time to close, when I came back an hour so later it was still stuck. I tried this several more times and then tested if it was just CAS or other parts of the game. I could enter my saves just fine but when I tried to exit to the main menu, my game entered an endless loading screen. I think it's a mod issue because it only happens when mods (though I think I have to test further because I just realized all I would do is enter and exit immediately) are installed but I tried the 50-50 method and it's not any particular mod. If I just enter CAS then exit immediately, it closes fine regardless of what mods are installed. Repairing my game didn't work and I'm currently reinstalling it because a tech savvy relative told me a file might be missing or messed up. My current guesses are mods I haven't updated to DX11 (I wasn't originally intending to update to that version so I may have missed mods that were updated to it thinking I wouldn't have to worry about it), a OneDrive issue (I didn't know when I first got this computer that OneDrive can mess up your game. I turned it off, but it had created a duplicate documents folder that's empty but has all the same file/folder names. I deleted it and honestly, I don't think the game was registering it anyway because I moved my mods in there as a test and they didn't show up in my game), a mod that adds like and dislikes that I missed and so didn't update to the new preferences system after Lovestruck released, and finally, possibly too many mods (I have a lot but I don't think this is the issue as my computer isn't even half way full memory wise and other than issue I'm currently having my game runs fine). If the reinstall doesn't work, I'm going to go through my mods and see if I missed any DX11 updates or just restart my mods folder, but I figured I'd ask here to see if anyone knows the problem in the meantime and cutout the middleman.
