I re-downloaded sims, to fix a previous bug i had and all my cc is up to date. Since I had to re-download TS4 whims are obviously disabled. So as per usual I went into game options and clicked on gameplay, the category names were there but it was blank.

Try moving your Mods folder to the Desktop and delete localthumbcache.package. Once you've done that, test the game.
If it works normally, check for updates to your mods/CC. You can then add them back a little at a time while testing until you have found all that are broken.
