Glitch While Trying to Save Household in CAS

What expansions, game packs, and stuff packs do you have installed? All expansion packs expect for Cottage Living and High School Years. All game packs expect for Werewolf and My Wedding Stories, and Journey to Batuu. All stuff packs expect for Nifty Knitting, Moschino, and My First Pet. No kits.
Steps: How can we find the bug ourselves? Saving a household in CAS
What happens when the bug occurs? While saving a household in CAS, the game glitched out, flickering between several frames as if cycling through different, blank sims. It was impossible to close this window but the game was not frozen. I was able to exit to the main menu. However, after re-entering CAS, I could not save a new household (the pop-up would no appear at all) nor could I place one. The game behaved as normally after completely exiting and re-entering.
What do you expect to see? For it to save the household.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

As a side note, the audio was missing at the time, but I can't say if that is related to the game or my computer.
