I'm assuming since you said mods are enabled you have both the enable cc/mods box & the script mods box checked. if not, check both.
go to game options > other > view custom content button
is there anything listed in the window?
if not, your mods/cc are installed incorrectly somehow. this could be anything from missing files (make sure you have Resource.cfg - it should automatically be created by the game, but if not, you can download it here), having files in subfolders too deep to be read, not unzipping files before installing (remember, mac unzips automatically, but windows does not), incompatible file types, etc.
if there is content listed, is the show at startup box checked? if not, that's obviously why you're not getting the pop-up.
