I'm with you. This is incredibly annoying to me, as it's what would typically be considered an exploit. Not only are they intentionally bypassing the system, but they're also opting NOT to manually flag their items as modded. Of course, it's so they get the views - when you have 4-5 creators with CC in the main gallery, they're obviously going to get the most hits. If they actually flagged their uploads as modded, perhaps users would browse the gallery with the cc filter off, providing a wider audience for cc sims creators.
I had some modded households before the December patch, and I can still share them from my library, but the moment I try to edit the household, it's flagged. So it's definitely more than just old files, seeing as they're different uploads, and they have more recently released cc.
Anyway, I've had issues uploading lots that get tagged w/ cc as well, and discovered that it was my "Clutter Anywhere" mod. Any QoL mod that adjusts build/buy items is likely to flag the filter.
