How are people bypassing "Modded" tag in the gallery?

I was extremely happy that EA added a Custom Content and Unowned Content tags, which means that we can (or should be able to) filter out unwanted content. Except...no. I keep "Include Custom Conte...

I know this is a bit off-topic but god, those Sims pumped with CC look hideous. I don't know how a person can look at that and think "Yep, this is good enough to upload!".
