How do I stop unwanted hats on all Sims in my Newcrest restaurants

In the restaurants I have created in Newcrest all sims have random hats, that are not part io their outfits. This started after I removed the paper bags, which was doing the same thing. If my sims goes to a restaurant he/she does not have a hate generated, the date will, the staff will and all other patrons do..... It incredibly annoying! If anyone can tell me how to stop this from happening, it s greatly appreciated. It only happened in Newcrest, the other restaurants I have in other worlds do not have this issue.
