How do I stop unwanted hats on all Sims in my Newcrest restaurants

In the restaurants I have created in Newcrest all sims have random hats, that are not part io their outfits. This started after I removed the paper bags, which was doing the same thing. If my sims go...

Some restaurants have a dress code. I don't know that you can explicitly forbid hats, but you might be able to set the dress code to something that might not include hats, maybe?
