- Connect the two computers via your network and make sure they are in the same workgroup or homegroup then share "My Documents" folders and transfer like between any other two folders.

Save your mods folder from the sims 4 folder on your old computer to a usb drive. Install origin onto your new laptop. Then log in to origin and install sims 4 onto your computer. Launch the game and that will generate a new sims 4 folder. Then transfer the mods from the USB drive, into the newly generated mods folder. - Heh I was gonna come back and add that alternative when I'd finished washing dishes. It only occured to me after I posted that it would be much simpler that way

If you have goggle drive, or One Drive , you can upload files on one device and access/download them on the other device.
