How do you get the pop-up color swatches in buy mode???

I have been playing Sims 4 since it came out, and I still have not figured out how to get the little color swatch pop-up menu in buy mode to work. To explain specifically what I'm talking about, when ...

Its called the design tool. In build mode at the top of the screen you will see a bunch of buttons. Its the third one I believe that is the design tool.
