@bbjerka Okay. Please share screen grabs of your folders that include the file path; one grab of your Documents / Electronic Arts / The Sims 4 folder on your computer's hard drive; one of your TS4 folder on your external hard drive; and one of your Mods folder on your external hard drive. They should look something like the below.
This is my TS4 user folder with file path.
This is my Mods folder with file path.

@bbjerka Yes. Thank you! It looks like you have created a link and added your mods to the Steam game files folder. The game will only recognize what is in your user folder; Documents / Electronic Arts / The Sims 4. So, I suggest you start over and follow the exact steps in this symbolic link guide created by AHQ Hero crinrict.
https://crinrict.com/blog/2020/02/moving-windows-documents-folder-to-external-drive-via-symbolic-link.htmlPlease come back and update whether or not this worked for you.

@bbjerka Apologies for the delay. I just saw your reply. :-( Looking at your image, I see some discrepancies. The line you need to add into the command prompt (as well as the text file) is missing some characters.
There should be a / character next to the J ... MKLINK /J
There should be a \ character between each folder ... %UserProfile%\Documents\Electronic Arts\The Sims 4" "E:\The Sims 4" (or whatever path matches the location you've set up)Please make these corrections and come back to update if it worked or not.
