How to get rid of "Navigating Needs" panel in game

How do I get rid of the "Navigating Needs" panel in the game?

I already went to:   
  Game Options/Tutorial & Tips,
  disabled:  "Discovery Quest"
  clicked: Apply Changes
  Exit Game
  powered down PC
And restarted everything.

But the panel is still there.
It's distracting and basically in the way of the game.

    JFYI: (in case anyone else has the same problem)
    Hitting the 'Reset' button (s. enclosed) got rid of the panel.

    But thank you much for the assistance and tips.

    I'm having this problem right now. I typed in a cheat that had nothing to do with any of these panels and after this started happening. The reapers rewards panel disappeared and now it's stuck on navigating needs and wont let me close the pop ups. They just keep respawning when clicking End Quest. On tips and tutorials the game settings are all un-ticked and i've clicked reset, but there is no change in my game. I don't want/need to do these tasks and players shouldn't have to do them if they don't want to. I was trying to finish reapers rewards but I can't get to those tasks any more.

    @f4f7d80ce460dff1 This is an old topic and current causes will be different. Start by tesing with no mods/CC (don't forget to delete localthumbcache). If that doesn't resolve your problem, head to Game Issues or Bug Reports.
