I'm not sure if this will help everyone, but it did help me. Last night I started having this same issue. I could not get my mom sim to pick up her infant, Dad could but Mom couldn't. I got very frustrated because the infant's needs were getting pretty low and Dad wasn't around. Then when I got on today, I noticed that I couldn't even click on the mom to pull up the wheel. I removed my mods, I repaired the game, I did a bunch of research into the issue and couldn't find a solution. I decided to try moving Mom out of the household temporarily to see if that would help at all, and when I moved her back in I was able to play her like normal.
