I can't put housing (penthouse type) lot from Gallery

What expansions, game packs, and stuff packs do you have installed? Cats and Dogs, Seasons, Get Famous, Discover University, Eco Lifestyle, High School Years, Dream Home Decorator, Werewolves, Laundry Day Stuff, Tiny Living Stuff, Industrial Loft Kit
Steps: How can we find the bug ourselves? Manage World, clicked Drake Hall or other housing (dorm/penthouse type housing), it said I can't place a penthouse lot when I'm not in a build mode so I click build, place lot from gallery, and nothing happened, no loading screen, but I still can click other function like back to world etc. If I tried replace this lot and edit, it's kinda freezed, because when I moved the cursor the text like replace this lot, close (x), and esc appeared but I can't clicked it. I though it was a loading screen and I've been waiting for a couple hours, and nothing happened I can't do anything about it and I have to restart the game.
What happens when the bug occurs? the lot didn't change/appear
What do you expect to see? I can place housing lot on university housing (penthouse type one) from gallery.

Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

What I've done : remove my mods folder, try new save (new sim, wo mods and cc), I've tried with not enrolled and enrolled sims (active sim live on the dorm). Nothing works. It's been a long time since I played University, so I'm not sure if this is happened on this newest patch. It used to be like this when Univ pack came out, but I think new patch solved it (if I'm not wrong the issue was u can't place bed/other objects to dorm)
