I can't visit Lani St. Taz

When I go to Sulani, the Lani St. Taz tab is just purple and I also cannot go to Mua Pel'am or any other place in the game like Finwick. The tab that describes the place just comes up, but I have never been able to visit any of the special places in the game. I can go to two beaches like Sand Simoleon Beach, Ohan' Ali Beach, Sims houses, and other public places, but that is it. It is like that in every world.

@LovingGodMore Are you using any mods/CC ?

Does it happen on a new save as well or just a particular one ?

EDIT: Are you clicking on an actual lot or just the neighborhood icon ? Maybe a pic would help.
