Hi @I-Sim4ever_80 Please try a Game Repair to make sure that your game update has completed right.
Another thing to try is a clean folder, especially after years of gameplay! Exit Sims 4 then drag your whole Sims 4 folder from Document > Electronic Arts to your desktop. Launch Sims 4 and reset your Options. Test a new save, then start copying your old files (not folders!) into the new folders. Don't replace any of the new Sims-generated files (.ini files and the like). Just copy back the insides of Tray, Saves, Screenshots, and the like.
I have repaired game cleared all catch started a fresh save checked my ram check all of my files everything is up to date on my computer no viruses restarted the app reset the sims 4 folder noting is working still the same issue

Hi @I-Sim4ever_80 Try this sequence:
- Drag the Sims 4 folder to the desktop.
- If you haven't done a Game Repair when you had a clean folder, do that.
- If you have combined a Game Repair with a clean folder, uninstall the game and reinstall
- Test repaired/reinstalled Sims 4 on a new game in that clean folder

@I-Sim4ever_80 When you try this, is it with one of the Maxis-built restaurants that the pack puts in the Library?
