OK, I and a member from an other forum have tried to find a solution to this issue but with no success. Everything in application setting is turned off but what ever I do I can not get this dialog
to appear. Launching the game by the TS4 icon seems however to work now. But now I always get this dialog from Windows asking me if I allow Origin to make changes to the computer. I use avast as antivirus and Windows Defender as firewall but I don't know where or what to change.
You have set Origin to start as administrator. This causes the prompt from Windows.

OK, the text "Run as administrator" is in a bold font but I thought I would get back to being a normal "user" after reboot. But even if I find a way to turn the administrator status off the main issue remains: how do I get back this dialog so I can keep being offline?

Rightclick select properties and reme the tick by Run as Administrator.
To go offline in Origin click Origin and then Go Offline.

OK, I will check what the (right click) menu says. Otherwise I got the feeling that you don't understand what I want to do so we better leave it alone.

You wanted to get rid of the prompt from Windows and wanted to know how to stop it from running as administrator. that was was easy to understand.
You also wanted directions on how to put Origin in offline mode. Which I gave you.
Please tell me if you didn't want either of these.

Yes, I wanted to know that, thank you. But I also wanted to know how to know how to keep my offline status (to make Origin just accapt my log in an then drop me) and that have not been answered and I still don't know how to protect my sims from being culled by the game.

See posting #7 on why offline mode is not sticking in Origin.
If you have a desktop shortcut to the game it will launch Origin minimized and start the game. (Origin will still be running in the background). When you manually launch Origin you then need to select to run the game because Origin doesn't know which of the many gamesit supports that you want to start.
To protect you sims from being culled you just neeed to play them. Since you apparently play with more than one household in the same save those you are currently not playing while they wont be culled they may die for many reasons, accidents or old age.

No, I was wrong, the text was not bold and I was not running Origin as an administrator. I did check with some other programs and they did not as for permissions. So it's still a mystery why it happens. It's also very frustrating that Origin can not "kick me out" like I want. Do I have to wait for it to get outdated to get the dialog? Like, 6-8 moths or so?
As told, Neighborhood stories are turned off but the game still culls my sims. As told, even though that the game brought be back into a family just to show how my sim was turned into ice. This is not how I want to play my game. In my un-updated game, the one I play with a outdated version of Origin that keeps me offline, sims never, ever get culled. Not by accidents, weather or what not. That's the way I want to play my game. The issue here is that I want my laptop game (that I could not get around updating with the Origin I could not get around updating that never keeps me offline) to work the exact same way.
If I could I would bring back my old HDD and install it. Because this version of the game did work as I wanted. The problem with the HDD was that it showed signs of giving up on life. It took me about 20 minutes after entering Windows before I could really do anything. It took 10 minutes from the point where the screen turned black to the point when the computer was off. And TS4 did run slow from time to time the music effects did get stuck in a loop.

The prompt from Windows if you are sure you want to allow the program comes because it is set to run as Administrator. As you discovered other programs that were not set to run as Administrator did not get the prompt.
Read my former reply on Origin "kick me out" as you call it. As you can see from my explanation this is not really what happens.
The dialog you mention comes when Origin are in online mode and there is an update to Origin but it is not set to autoupdate. Selecting to go offline there does the same as I have described twice now,
As I told you the game does not cull played Sims but when you play rotationally time does not stop for the ones you are not currently playing so they may die of old age or by accidents.
What do you mean by your sim was turned to ice?

Sims never seem to freeze when being outdoors but gets very annoyed by cold indoors making them complain and change to cold winter clothing. This sims did, however, keep her everyday clothes on. And did get so cold she past away, her body covered up in a thick layer of ice. The grim came but the husband of my sims appealed to him and my sim was saved.
OK, the first sim that was culled after the update was Mrs Spencer-Kim. That was an accident caused by NS. But this (trash) function was turned off by me. The second sim that died (one of the NPC's) could have been culled by old age as I accidentally missed to turn it off after the update. (I always play with aging off, for all sims). But I'm not sure as he were an NPC and I did not know him very well. He were one of the background sims who my sim had learned to know herself and I only did notice the phone call.
In the un-updated game sims can be unplayed for a very long time without being culled. NPC or playable does not matter. They seem to be unaffected by everything and as aging is turned off for all they don't get (too) old.
The updated game is, however, a total nightmare. Even if NS is turned off (as well as aging) the game still do lurk around trying to find sims to cull. Even if it should not. Before the massive update I only had one single sim getting culled by an accident. In that case it was a very unknown NPC but at least I did get a tombstone. This were the first case of culling ever.

When you have weather effects on (they can be turned off). your Sims will die from cold (and on rare occasion heat) if they do not wear their cold weather (hot weather) outfits when it is freezing (very hot), The Sim does not turn to ice but they will get a blueish color. The way to prevent this is a thermostat in the house that you set to warmer/colder depending on the temperature. Premade sims did not have warm/hot outfits so could not change to them. This was added in one of the updates you refuse to get.
Good that you were able to save her.
You need to learn the difference between getting culled and dying from natural causes. Being culled means that the game removed them because of one of these reasons. All teens and above in a house dies then any children and below get culled (removed from game) as they can not live by themselves. Children and below that are taken away for neglect also get culled. Occasionally unplayed sims also gets culled to make room for other sims. What you talk about is a natural death caused by accidents or old age. I don't know why you think it was caused by Neighborhood Stories. NS do not cause accidents. NS means you may get phonecalls from sims you know if they should date/have a child/pet, get married and so on. The outcome depends on what you answer. It may also move sims into empty houses.
Unplayed means that you have not played that sim at all in the current save game. It does not matter that you currently play another household in the same save. If you want more control over what happens with a household you are currently not playing I can recommend that you use individual saves for each of them. Rotational play are mostly seen on consoles where they have a limit of 10 saves. On PC/Mac it is only limited by available space.
I hope that you have now learned what culled means. What you describe is not culling but normal deaths.
Perhaps look for tutorials online for rotational play since that seems to be the way you like to play the game. I rarely play rotational as I want to have more control but I know that there are some that prefer it and on Console you are forced to if you want to have many households.

It s possible to go in and give all sims a coplete set of clothing but why bother. My sims do not to take any notice of the cold (if it not indoors). I have had sims (like the mailman) walking around dressed in shorts and short sleeves in a blizzards. No problem. I have seen sims gone grey from the cold but after a while their natural skin color comes back and they just walk off, no problem. I link to a pic of Eliza Pancakes. When it comes to fill empty houses my game/s have done that since Basegame and it's set to do so. OK, so talk about death is accepted? Fine. I did use the word "culling" instead of anything else as I did not think it was an OK word to use but it might have been confusing. So now I will change that. I did read about NS and it clearly said that they cold be killed by accidents and so. They could also do things all by them self. In the updated game a family adopted a child... that was nice. But everything else I have seen is death... And that have never happen in the offline game. The older game also have a better main menu there I can go in ans chose the family I want to play. I can play the same family for the longest time and all the other sims will be safe. No exceptions... (well, hardly). Non of them require "daycare". It's however stupid to neglect the sims like that because they won't go on with their lives as fast.

Just like you can go outside in the winter without too much clothes on for a while so can the sims. It is only when you are exposed to the cold for some time that it becomes dangerous. If it was freezing inside your house and you had no way to protect yourself from the cold you would also die. But yes you could have saved her by giving her a cold weather outfit or installing a thermostat from BB.
Sims can die from accidents and it has been like that from the very start. My first accidental death many years ago was a death by hysteria. I learned to keep an eye out for that and calm them down in time.
To get directly to manage world use the load button instead of the continue button.

To be exact, the sim had cold weather clothing and the house is equipped with a thermostat. But as it was summer last time I did play them it was set to cold...
Anyhow I did get a tip to simply go round the issue with Origin not wanting to start offline. The tip to simply terminate the connection to the internet, in this case a WiFi connection. After that the client may think what it wants...I'm offline! 😛
I should have began playing some time without saving just to check but as I did some changes to things I did save anyway. And so far, the game runs good with no losses of lives. The phone rings ever so often but I ignore it every time. Better safe then sorry as I heard of a death of a sim last time I (my sim) did answer it. And I still have 118 sims out of 150 (the maximum). That means that so far no sim have died. Yes, my sims is not effected by weather, it's been turned off (which is boring as I think they won't change outfits depending on weather), but as told: Better safe the sorry.
So, problems solved then...?

If it is not hot it should be set to normal not cold. If you have an AC unit in real life you would not have it on if it was only 20-22C even though it is summer.

And if I play a family in summer when it's hot outside, then stops and the game throws me into the family in winter when it's cold? Then the AC will be set to "Cold".
With all respect (Mr?), my English might not be very good but I consider it to be decent at least. But I almost get the feeling that you want to misinterpret my posts from time to time or focus on something different then me. I don't know why it's so but that's a rabbit hole I don't want to go down.

I'm a rotational player, too, and I know exactly what you mean about the thermostat. You play the family in summer, you set the thermostat to cool because it's summer and hot, you play, you rotate out of the household. The next time you play the household it's winter and they're all complaining that it's "morgue-like."
I use LittleMsSam's Automatic Thermostat mod for this. Otherwise I have to immediately update the thermostat every time I rotate into a household, and that gets old.
Er, as to your other points about Neighborhood Stories, you can disable accidental death, or Neighborhood Stories altogether... I like the feature, but I do understand that not everyone does...

Yeah, the thermostat is tricky. The sim who got turned into ice recently was unattended but before this massive update I did lose a sim just because I did open the lot in winter and it was set to cold. That was my fault and she were also saved in the end. Now, I will play test this updated game for a while but eventually I will turn the weather effects on again. Because I do find it boring that they won't change the clothing. (Maybe they do, but I did not see it happen - they were all in everyday wear).
Yes, I have been disabled Neighborhood stories from the main menu. I'm a "control freak" (or "overprotecting" if you so like) and want to know that my sims are safe and don't do anything stupid. If they do move around to places or other sims then it's OK. I can also live with them interacting with other sims. Everything else is my "ballgame". If anyone enjoys playing with NS on it's their decision. All respect to that.
