    Hello, this problem is likely caused by the CC mods. Some are not compatible with DirectX 11. A simple way to check without removing the mods is to check the DirectX 9 box in the options menu.

    THANK YOU! I think this solved my issue, finally was able to load into my household.  Not sure how I'll be able to pick up which CC for CAS and Build and Buy is broken, but in the meantime I'll play on DirectX9 since I never had issue with lag anyway.
