Sounds like you're trying to load lots that have CC that needs a DX11 update. Try the batch fix in Sims 4 Studio.
And just fyi in a new save file I can travel to other lots this only happens when playing with my save file in particular?

This did not work as well. There was actually nothing needing an update. Thanks for your help though.
