From what I understand, and I could be wrong, the insect spawners are techincally two objects. There is the spawner itself and then there are the insects. I placed the spawners that I unlocked that then spawned some insects.
So, in my game, because I placed the spawner, it will continue to spawn insects after they are caught. I did test this in my game. On the residential Lot I had my Sims capture the first insects that spawned and some more spawned again later on in the day.
I'm guessing the Lot that I have shared has only retained the actual insects object and not the spawner part, so once you capture the insects or let them time out, the spawner isn't there to call any more.
Again, this is mostly guess work on my part as I don't understand the code behind them.
