Is Superspeed still broken in City Living Apartments?

Hi there. I'm wondering if the superspeed (like when your sims are sleeping or at work) is still broken in City Living Apartments or if I'm having a mod related issue. I don't have many mods, but I started a new sim in a current save and I can't ever seem to trigger the superspeed when it should. I don't have any time jumps or anything. Just a lack of superspeed.

If a mod needs my save let me know.
