is the a mod for staying sitting down!?

resturantsitfix might be what you're looking for.

Those two mods by Bienchen are excellent. Also there is «Sit please» from LittleMsSam if you want your Sims to sit while watching TV. Carl's wonderful restaurant mod is also a good option but it is a big mod that changes a lot of things.

I tried to make a mod that will prevent sitting on the floor at restaurant, now testing, works pretty good, haven't seen any issues, compatible with Carl's Dine Out. Waiting in queue at ModTheSims to publish it. If interested, can send personally.
