I'm the one who reported that. :) Coolspear has a mod that gets rid of all walkbys everywhere. I just started using it, and it works perfectly. You could put it in your mods folder when you want to play the household on Windenburg Island, and then take it out when you want to play somewhere else if you want walkbys to return.
