People/Guys Ladies it could also be this problem if your still having the same issue just letting you know cause I was having the same issue even with MCCC setting fixed and done some Researched and found this cause I knew all those Settings in MCCC so I knew could been a Needle in a HayStack lol...
it's not an MCCC thing, it's in the actual gameplay settings. Go there and uncheck fill empty houses. It's in the same area as changing the lifespan settings...
