Have you tried to see if they are broken? Ground panels break all the time unless upgraded.

@jpkarlsen No, they're the one's on the roof, so breaking shouldn't be an issue. I have the wind turbines updated so that they don't break and so that they can handle lightning strikes too, but they still just don't seem to generate energy.
