Could you please try the following steps (please follow in order)
- Open the game
- Take a screenshot of the main menu of Sims as it is showing now
- Exit the game
- Uninstall Sims 4
- Uninstall EA app
- Re-download Ea app here: https://www.ea.com/ea-app?setLocale=en-us
- Reinstall EA app
- Make sure that EA app is set to english
- Reinstall a game but before you do, take a screenshot of the language selection you see in Ea app. Make sure you set it to english
- Open the game
- Check if you still have issues and report back
If it's still the same, please post the screenshots you took

Seems like that's some mod by Simscolony ?
I'm going to move this to the mods forum for further help but you will probably either need to remove that mod or tweak something about it. @annah1973 Looks like you installed a translation mod by Simscolony. It can be an easy mistake to make because the mod names are often the same as the name of the mod being translated. Remove all mods by Simscolony and delete the file called localthumbcache.
