Lights are not working

How often does the bug occur? Every time (100%)

What expansions, game packs, and stuff packs do you have installed? All expect tiny living and luxury party stuff
Steps: How can we find the bug ourselves? I don't really know
What happens when the bug occurs? lights don't work
What do you expect to see? lights should turn on when i tell

So a while ago maybe like a week or two, I was playing in a apartment with a teen sim. Her bills came around she didn't have money for it. So I waited of course her power went out. I later tried to pay it was grayed out. Then i left the game and today I was building a house for my new sim and her lights weren't working no matter if i put auto lights, turned them on or even tried to force a bill to pay. I have cc/mods installed.
