You could try running Sims 4 Studio batch fix for that. Once you have downloaded and opened the program, select "Content Management" from the menu at the top of the page, then "Batch Fixes", "CAS", "Disallow CC for default garment", "run"/ Also run the batch fix for "Disallow CC for shower". This should prevent the skirt from showing up when your Sim is nude.
Sims 4 Studio is a free program but, they do require you to register with their forum to use it. Sims 4 Studio is the program that nearly all CC is made with, so it is safe. http://sims4studio.com/
You can also use Sims 4 Studio to look at your CC and delete any unwanted items. To do that, choose the "My CC" button on the main screen. A new window will open and all of your CC will be listed on the left. If you have CC in subfolders you can click on them and those items will be listed as well. Choose a file to look at and the image will appear in the center of the screen. If you wish to delete the item, simply use the red "Delete" button on the bottom right and the file will be automatically removed from your Mods folder.
