Move your Mods folder to the Desktop and delete localthumbcache.package. Then test the game in a new save.
If it works now check for updates to your Mods and CC. Add it back a little at a time while testing until you have found all that are broken.
@jpkarlsen Hi there! I went ahead and did as you instructed: removed the mods folder, deleted the localthumbcache.package, then made a new save to test. I gradually added mods in, and the error message never appeared again. Yet, when I went to play my main generations household, the error message returned. Like I said it doesn't seem to do anything, but it's frustrating for sure.
Funnily enough, I also happen to have the bill glitch in my main household save too. (The glitch where it says I have 0 hours to pay a bill, but you have no option to pay the bill). It's a big issue on the forum right now. I'm wondering if it correlates in some way?

It appears that your old save is permanently damaged. Broken mods and CC can do that.
