There is a setting that exempts rental residents from marriage (do not know about children) that you need to disable. However, even after disabling it, my YA rental residents aren't randomly being married off, in spite of me setting marriage for YA to 90%, so I agree that there seem to be some sort of conflict where MCCC doesn't really notice those in rental units.
That might explain why in one of my other saves, the three YA left behind in a rental aren’t getting married off or having children. I did think that was weird. I’ll have to look into that setting in MCCC, thank you.
