First, I'd like to confirm a few things.
1. are you playing on a PC? (Since it says "Consol" in the confirmation box for use of mods/CCs.)
2. You are playing the base game only, with no expansion packs or anything else?
3. Do you have "NeighborhoodStories" turned on?
4. Can you see the missing sims in the household management panel of the World Manage screen?
Please tell me those above.
