Mod for sims to ignore each other

Hello! I've never posted before, so I'm not sure if this is the right place or the right way to bring this up.

I tend to add a lot of self-made stories to my sims families since there is pretty much no story by default in the Sims 4. To that end, I frequently want my sims to behave in certain ways which can usually be done with mods. One thing I would love to use, but have never been able to find, is a mod that will make two sims, either in a household together or not, completely ignore one another unless directed to do so by me. I don't want to turn off autonomy completely because I still want other sims to do what they want, I just don't want certain friendships to build up while I'm focused on other stuff.

So, like, if I have a story with a failing marriage, I don't want my two sims to autonomously flirt with one another successfully even though they're at 'bad romance' just because they're still a married couple. Or if I have a single mom who remarries to a guy the kid doesn't like, I don't want them to go to him for parental advice. Or if I have a snobby, rich couple who doesn't bother caring for their children and leaves them to be raised by the butler, I don't want them to autonomously 'check toddler' or 'tuck in', because that stuff adds relationship.

I feel like I can't be the first person in the world to want this. Does anyone know of a mod, or can anyone make a mod that will make this possible? I swear, I would use it so often.
