I don't think it's a faulty mod, the game does it for me even with an empty MODS folder and when reinstalling I returned only the Tray folder and it does it again for me it's a bug in the head (EA)
There currently seem to be two issues around.
1. TOOL or other mods/cc (as with every EP). Do make sure you have the newest version of the mods you are using and that they are compatible. You will have this particular issue when you first start your game after installing for rent and trying to enter the world.
2. Corrupted lots prevent the world from loading. This white screen might actually a bit different form the other when it comes to look but I'm not entirely sure. You will usually don't see this right away but it seems to work at first and then stops working when a lot corrupts.
