mods folder not there or saves

my sims doesn't have a mods folder or a saves folder and I just redownloaded it but it keeps this one save every time I redownload it

@Sliees190 Mods and saves are in the folder;

..\Documents\Electronic Arts\The Sims 4

The Programs directory only holds the game code and add-on packs
